Doctor Arctic is a member of the time-travelling marauders known as the FUTURE FOUR. He comes from the year 4000, where he lived on the sparsely-populated Pluto. He has an arsenal of cold-projecting weaponry, and is most comfortable in sub-zero temperatures. He was the arch-enemy of ULTRA MAN, Pluto's defender. He now prefers the 21st century Earth for the location to enact his own brand of environmental terrorism.
