The Council of Heber City, Wasatch County, Utah, met in Work Session on July 18, 2002, in the City Council Chambers in Heber City, Utah.

Fair Days Parade - August 2nd and 3rd - Discuss Transportation Preference:
Discussion regarding the mode of transportation. The Mayor will provide a vehicle.

Discuss Request to hang “Midway Farmer’s Market” sign on Main Street: It was explained that there had been a request from Midway to hang a banner across Main Street regarding their Farmer’s Market. Discussion that Heber City farmers contribute to the Midway’s farmer market. There was discussion that other city’s let neighboring cities hang signs over their highways. The Council felt, as long as it stays a farmer’s market, they had no problem with their banner being hung in Heber City; however, if it turns into a big commercial project, they would not be in favor of it. Discussion about the “stomp” signs all over town advertising a dance, that they were unsightly, possibly blocking traffic because of their size and that the event they are advertising may draw away from an event in Heber City.  Discussion regarding the need for a new sign ordinance. Shelton indicated that the Labrum car dealership was parking cars across the sidewalk and on the park strip. Chief Rhoades indicated he had already talked with the owner of Labrums.

Cael Sanderson Banquet Tickets: Mayor Adams indicated tickets were available for the Council and they could be purchased through Mark Anderson for $50 each. He said the tickets were moving slowly and encouraged any news media to advertise the event as it would be a special evening.

Discuss Proclamation regarding Cael Sanderson Day - Key to City?  Payment to Peter Fillerup for ½ Cost of Statue: Mayor Adams encouraged the Council to allow him to make this proclamation. He indicated the Key to the City is being made now. The Council felt it appropriate that a Cael Sanderson Day be proclaimed. Anderson indicated that Robyn Pearson was looking for the payment for the City’s share of the statue.

Discuss Illegal Connections to Pressurized Irrigation: No Discussion.

August 1, 2002, City Council Meeting has been Canceled: Mayor Adams reminded the Council of this meeting cancellation. He inform the Council also that a meeting had been scheduled on August 5, 2002, between Heber City Council, Midway City Council, Wasatch County Commissioners, and UDOT at 4:00 p.m. in the Commissioners Chambers to discuss the Highway 40 transportation issues north of town.

Councilman Burns said a citizen had inquired about a 2-hour parking sign by Madsen Cleaners that had been removed when Main Street was resurfaced and indicated that now people park their and leave their vehicles for eight hours or so. Discussion that other signs had been removed during the road work and had never been put back up. Discussion that this issue needed to be discussed with UDOT. Mayor Adams suggested this be discussed at the meeting mentioned above. Councilman Shelton said research needed to be done prior to that meeting to make sure the signs can legally be put back up.

As the time was 7:00 p.m., the Council moved into Regular Session.
